Barbour was called as pastor of Macedonia Baptist Church in Galveston in 1921.

Reverend Barbour served as pastor of the church for seven years, 1913-1920. The Secretary was Brother Charles Wells and the Treasurer, Wade Allen. The first Deacons were: Brothers John Bill, Wade Allen and Will Gilbert. It was through his visionary efforts and much prayer the Lord Jesus Christ impressed upon the hearts of these servants to establish a place of worship, a place of rescue and a place of deliverance for those in need of spiritual help and guidance. Over the next few decades the face of the diocese, as well as the church’s infrastructure changed and the congregation continued to grow. The church then became the property of the Old Landmark Association. The Wharf, located at Bay Street served as the baptismal pool.

The congregation of approximately 40 devoted and conscientious worshipers rendered congregational singing as there were no choir or musical instruments. The oral church history reflects the establishment took place in October 1913. The building was originally named Barbour’s Chapel Baptist Church with Reverend Barbour as its founder, namesake and first pastor and approximately 40 people organized the church. Barbour purchased the property on the corner of 1st Avenue and 8th Street South in Texas City, Texas on which a small chapel was erected at 801 First Avenue south. Barbour, with the assistance of his father, Reverend Albert Barbour, who was pastor of Macedonia Baptist church in Galveston, established Barbour’s Chapel Baptist Church in recently incorporated Texas City’s second division.
